Chris Evans stars a scrawny but scrappy guy who can’t enlist to fight in WWII. Thanks to science, he’s transformed into a hunk with mildly super powers and sets out to fight a diabolical villain. The film has no style; visual, directorial or narrative. It’s earnest and lacking in humor, but the scifi elements aren’t cool and the action is mediocre. It never drags, but it never soars either.
